You can divide the SEO packages into three parts i.e. silver, gold, and platinum; and you can increase the number of activities in gold and platinum packages in comparison to silver. In the silver package, you can provide 10 keywords plan, in the Gold package, you can provide 20 keywords plan, and in the platinum package, you can provide more than 30 keyword plans. You can also divide these three plans into three sections: on-page SEO, off-page SEO activities, and reporting. In the basic package (sliver), you can offer on-page activities with some limitations, and all activities in the platinum package (advance). You can also increase or decrease the number of activities as per the packages category. I hope it will help you in creating the SEO packages.
