Why does my Semrush backlink report showing strange entries

Hi All,

I'm trying to work my way around the whole SEO world so forgive me if the question sounds obvious. Currently experimenting with a back link report and I'm seeing a competitor being linked from a category that has nothing to do with the competitor.

As an example: Source Page: Karate Instructors in Freshwater (2096) - Health4You Ext Links: 35 Int Links: 214 Anchor and Target: www.compeditor/studios/mosman with a 301 redirect to www.new_domain/out-studios/mosman

First and Last seen on the same date

Overall, this competitor has over 14,800 links to health4you.com.au which looks like they just mass submitted in order to increase their rankings.

Would this be the correct assumption based on the info above, and does this approach unfairly crank their google rankings?
