SEO ( Title Page ) Question Help !

I have a bunch of individual town pages that are linked to my home page for "Roofing Replacement" and nothing is ranking. My title page for example is " Replacement Roofing in Milford, Georgia". A bunch of other top 5 ranking companies have similar titles. Would making my title a little different help get my page ranked? Maybe google wants a page title that is very relevant but unique and different? example- "Top quality Replacement Roofing in Milford, Georgia" ????
