Optimise website SEO for 2 different locations

I'm creating a site based in the South East of England, but also with a location in the South West. What is the best option for SEO on each page? If I populate Title tag and meta description with towns from both locations will it 'confuse' Google? Should I concentrate SEO on one of the locations for each page? I don't want customers from one location to view a page that only mentions towns in the other location to be put off.
