Major Internal Duplicate Content Issue how to fix?

So this site preferablepups has around 400 pages. There is a main breed page Then there are 50 state pages with damn near similar content just with the keywords changed out. For a while it all ranked on the first page but it seems now google does not like it.

Any ideas on what to do?
