How to prevent spam links from being indexed on the web

I added a search blocking rule? q on robots.txt, and noticed on the spam page that there is a noindex tag, but the page is still indexed, don't know what to do next to prevent this. Number of spam pages indexed causing google to downvote my site. please experts give me advice, thanks a lot

You should remove the pages from Google's cache using the Search Console.

Not sure I understand what you mean by links. If your site's pages are indexed you can use Google search console removals tool as well as your robots. Otherwise if it's links from another site that are spammy, use disavow tool
