Hosting Sites

Hello Friends,
I am getting ready to build my site and my old Web host has gone out of business. It will be a site with a number of form pages to create databases. One important feature that I need is to give people the ability to opt-out of the databases. Any suggestions? I have built sites before in Dreamweaver and have light programming skills. Thanks!
