404 error pages still getting indexed even though they have noindex content tag

Hey i am new to seo,i created an e-shop had some links that i didnt liked structure wise and name wise werent friendly for my keyword preferance and i changed them!I changed the slugs! 1 month has passed and more and google still hasnt indexed the new permalinks i checked them to google search console and they arent indexed!

Can you help me out? I dont want to just 301 redirect i want for the old links to not getting indexed as i said before my 404 pages have the noindex tag but still getting indexed!
