200 redirects for keywords instead of 301s

I'm working with a client on a content-based website. He outlined a strategy to use 200 redirects for primary keywords instead of 301s. He asked to Ensure all internal links are returning a 200 status and not on a 301 redirect. I am not familiar with this type of redirect and was wondering if anyone could provide some more insight or just guide me on how to do this.
