I need an approved list of German resources for GSA link building. Where can I find one, sorted especially for German? If there is no such, just common big list for GSA would be ok.

I need a large database with German informational websites of various kinds. Primarily interested in educational websites. Commercial websites of companies are not needed. In general, any sites with the ability to create content will be nice. Where can I find such a list?
